The State of West Virginia And Virginia turned to Ancient Art Tattoo years ago for assistance in the development of guidelines and regulations for assigning someone the professional title of  “Tattoo Artist”, and for the safe operation of tattoo studios. Even after all the information and effects were put forth, the state of Virginia has yet to implement these regulations and as of 2006, has also provided amnesty to ANYONE, with NO training, and NO skills, to simply open a "tattoo parlor", as they call them, and go right to practicing on YOU.
